The death of Rayshard Brooks, a black man killed by a white police officer in Atlanta on Friday, was a homicide caused by gunshot wounds to the back, the Fulton county medical examiner’s office has said, as the US headed into a fourth week of unrest over police violence.
An autopsy conducted on Sunday showed that Brooks, 27, died from blood loss and organ injuries caused by two gunshot wounds, an investigator for the medical examiner said in a statement. The manner of his death was homicide, the statement said.
Brooks’s death reignited protests in Atlanta after days of worldwide demonstrations against racism and police brutality prompted by the death of George Floyd, an African American, in police custody in Minneapolis on 25 May.
On Sunday night riot police gathered at a police precinct a few miles from the scene of his killing after reports of threats to burn down a Wendy’s restaurant. They were followed by hundreds of protesters, a handful arriving with cases of water. A chant of “This is not a riot!” went up and one man told police he expected they were there with the “same peaceful intentions” as protesters.
Leading Democrats said on Sunday that the Brooks killing underlined the need for significant change in US law enforcement.Brooks’s fatal encounter with police came after an employee of a Wendy’s in Atlanta phoned authorities to say that someone had fallen asleep in his car in the restaurant’s drive-through lane.
Recorded on the officer’s body camera and a surveillance camera, the encounter seemed friendly at first as Brooks cooperated with a sobriety test and talked about his daughter’s birthday.
“I watched the interaction with Mr Brooks and it broke my heart,” Atlanta’s mayor, Keisha Lance Bottoms, said on CNN. “This was not confrontational. This was a guy that you were rooting for.”
But when an officer moved to arrest him, Brooks struggled with him and another officer at the scene before breaking free and running across the parking lot with what appears to be a police Taser in his hand, a bystander’s video showed.
A video from the restaurant’s cameras shows Brooks turning as he runs and possibly aiming the Taser at the pursuing officers before one of them fires his gun and Brooks falls.'
Bottoms said on Saturday: “I do not believe this was a justified use of deadly force.”
Atlanta’s police chief, Erika Shields, resigned over the shooting. Garrett Rolfe, the officer who shot Brooks, was fired, and the other officer involved in the incident, also white, was put on administrative leave.
As demonstrators in Atlanta took to the streets and called for the officers in Brooks’s case to be criminally charged, the Wendy’s restaurant was set on fire.
On Sunday police offered a $10,000 reward and published photos of what appeared to be a masked white woman being sought in connection with the fire.
Police said they were seeking those responsible for the blaze, including a woman who was “attempting to hide her identity”. The department posted photos on social media of what looked to be a young white woman wearing a black baseball cap and face mask, and a video clip filmed by a protester that appeared to show a woman encouraging the flames.
“Look at the white girl trying to burn down the Wendy’s,” the man recording the video can be heard saying. “This wasn’t us.”
Lawyers for Brooks’s family said he was the father of a young daughter who was celebrating her birthday on Saturday. They said the officers had no right to use deadly force even if he had fired the Taser, a non-lethal weapon, in their direction.
Prosecutors would decide by midweek whether to bring charges, said the Fulton county district attorney, Paul Howard. “[The victim] did not seem to present any kind of threat to anyone, and so the fact that it would escalate to his death just seems unreasonable,” Howard told CNN.

Bail set at $1 million for three ex-officers charged in George Floyd's death
(CNN) A judge on Thursday set bail for three former Minneapolis police officers charged in George Floyd's death at $1 million each, or $750,000 under certain conditions, including that they do not work in law enforcement or have any contact with Floyd's family.
J. Alexander Kueng, Thomas Lane and Tou Thao appeared in court one day after they were arrested and charged with aiding and abetting second-degree murder and aiding and abetting second-degree manslaughter.
The charges follow those first brought against Derek Chauvin, the officer who pinned Floyd to the ground by his neck for nearly 9 minutes.
Chauvin, 44, was arrested last week and charged with third-degree murder and second-degree manslaughter. But on Wednesday prosecutors charged him with a more serious count of second-degree murder.
Lane and Kueng helped restrain Floyd, while Thao stood nearby.
All three officers appeared before Judge Paul R. Scoggin wearing orange prison uniforms and masks. Each stood inside a cubicle at a downtown Minneapolis courtroom. A plexiglass window provided a hole to speak through.
Thao appeared first. His lawyer noted that Thao provided a statement to the Minnesota Bureau of Criminal Apprehension and turned himself in when an arrest warrant was issued.
Attorneys for the two other defendants worked to contrast their clients' experience as police officers with Chauvin's, who spent more than 18 years with the Minneapolis Police Department.
When Floyd's death took place, it was Kueng's third shift as a police officer, said Thomas Plunkett, his attorney. Chauvin, he added, was Kueng's training officer.
Plunkett said Kueng turned to Chauvin at one point and said, "You can't do this."
Lane had been on the police force for four days when Floyd died, according to his attorney Earl Gray. Lane was "doing everything he thought he was supposed to do as a four-day police officer," Gray said.
"You've got a 20-year cop in the front and my guy is in the back there with four days," Gray said after his court appearance. "I don't know what you're supposed to do as a cop."
When asked by CNN whether he was implying Lane was following orders, Gray said no. But his client thought that what he was doing was right, Gray said, because Chauvin refused to turn Floyd on his side after Lane asked if they should.

Truck drives into protesters on Minneapolis highway
MINNEAPOLIS (Reuters) - A tanker truck drove through thousands of people marching on a Minneapolis highway to protest the death of George Floyd on Sunday before protesters dragged the driver from the cab and beat him, according to a Reuters witness and authorities.
It did not appear any of the marchers were injured when the truck raced towards them on I-35, blowing its horn, sending protesters scattering before coming to a stop, according to the witness and a tweet by the Minnesota Department of Public Security (MNDPS).
Police arrived soon after and arrested the truck driver, who was taken to a local hospital with non-life-threatening injuries, MNDPS said.
Video of the incident shows protesters swarming the vehicle before it comes to a stop.
“The incident just underscores the volatile situation we have out there,” Minnesota Governor Tim Walz told a news conference, adding he did not know the motives of the driver.
It marked the second incident in as many days of a vehicle driving at people protesting Floyd’s death after a New York City Police car was captured on video on Saturday driving into a crowd of protesters who were pelting it with objects.
“Very disturbing actions by a truck driver on I-35W, inciting a crowd of peaceful demonstrators,” MNDPS tweeted.
Video showed the truck had a logo on its side for “Kenan Advantage Group,” an Ohio-based transportation company.
The company said in a statement that it was informed of an incident involving one of its independent contractors in Minneapolis and it would be cooperating with investigating authorities.
MNDPS did not identify the driver but said the Minnesota State Patrol and the Minnesota Bureau of Criminal Apprehension were investigating the incident as a criminal matter.

Hacktivist group Anonymous has openly targeted the Minneapolis Police Department and accused the force of repeated police brutality in the wake of the death of George Floyd, EDNews.net reports citing Daily Star.
In a message posted to the Anonymous Facebook page, the hacker collective accused the force of condoning the behaviour that led to the death of African-American George Floyd.
A masked narrator said it does "not trust" the “corrupt organisation to carry out justice, so we will be exposing your many crimes to the world.”
Anonymous goes on to claim the Minneapolis Police Department has a "horrible track record of violence and corruption" and "193 people have been killed" by cops in the force.
In the clip, Anonymous cited several high-profile deaths "killed by police in Minnesota," including the 2015 death of Jamar Clark, 2016 killing of Philando Castile, 2017 slaying of Justine Damond, 2018 death of Thursman Blevins and 2019 fatal killing of Brian Quinones.
The masked narrator said the death of George Floyd is "just the tip of the iceberg" and said officers who kill people "and commit crimes need to be held accountable."
Anonymous then calls for criminal charges to be brought against all cops involved in the death of Floyd, not just Derek Chauvin.
Chauvin was arrested on Friday night on third-degree murder charges and second-degree manslaughter charges.
Anonymous posted the video on Day 5 of widespread violence, looting and riots across the United States, which have so far resulted in the death of a Federal Service Police Officer and hundreds arrested.
It said the world is "starting to wake up" and the group are becoming "increasingly angry every time they see blood needlessly spilled without consequence."
Finally, the group said it does not trust the Minneapolis Police Department to "carry out justice" and told the force to "expect" them.
