SINGAPORE: Electric scooters will be banned from footpaths in Singapore from Tuesday (Nov 5), with offenders facing fines of up to S$2,000 and jail time of up to three months once the ban is strictly enforced from 2020.
The use of e-scooters remains banned on roads here, although the use of such devices will be allowed on cycling paths and park connector networks.
There will be an advisory period until Dec 31, during which errant users will be given warnings, to allow e-scooter riders time to adjust.
"From Jan 1, 2020, we will carry out strict enforcement, and those caught riding an e-scooter on footpaths will be liable for a fine up to S$2,000 and/or jail up to three months," Senior Minister of State for Transport Lam Pin Min said in Parliament on Monday.

However this comes so rather suddenly, wouldn't GrabFood, Food Panda and Deliveroo riders who perform their daily deliveries on PMDs be severely affected?
Those motherfuckers shall have to disembark from their toys when they encounter a footpath; if they don't, I'd be sure to deliver flying kicks to their delicate behinds just to remind them. They should look on the bright side - at least they will be constantly on their feet from now onward; more walking = burning more calories.

With the recent announcement that e-scooters will be banned from all footpaths starting Nov. 5, 2019, delivery riders who depend on the device are finding it a blow to their livelihood.

In response to Mothership’s queries, a Grab spokesperson said that Grab respects the decision by the Government to ban e-scooters on all footpaths due to safety.
The spokesperson also revealed that “With the new direction, affected partners will have to consider other modes of transport, which may not be readily available to them,” said the spokesperson.
The spokesperson also said that Grab plans to engage the Government on possible a possible arrangement for delivery-partners who ride responsibly:
They added that GrabFood is committed to helping all affected partners and will be reaching out to them by the end of the week.

Deliveroo promises not to work with riders who flout the law
Meanwhile, Deliveroo has made a public stand against riders who flout the rules.
In response to CNA’s queries, Deliveroo said:
According to CNA, Deliveroo had stopped taking in PMD delivery riders since May 2019.
Deliveroo also told CNA that it expects the ban to have minimal impact on its operations.
This echoes what Senior Minister of State Lam Pin Min said in Parliament, that less than 30 per cent of Deliveroo and FoodPanda riders use e-scooters.

Food Delivery Riders Gather Around Minister K Shanmugam During 5 Nov Meet-The-People Session
Update (6 Nov): Mr Shanmugam posted an update about the Meet-the-People (MTP) session on his Facebook page on Wednesday (6 Nov) evening.
According to the post, around 30 PMD riders saw Mr Shanmugam during the MTP session.
As it was held outdoors, the Law Minister told the group to gather around to “hear each other better”.
Mr Shanmugam described the meeting as “civil” and added that he will help “convey their views to MOT, and to Cabinet”.
The partial PMD ban tabled in Parliament on Monday (4 Nov) left many Singaporeans concerned, especially food delivery riders whose livelihoods may be affected.
On Tuesday (5 Nov) evening, pictures surfaced on Facebook, showing Minister K Shanmugam – who’s a Nee Soon GRC MP – surrounded by food delivery riders during a Meet-The-People (MTP) session.

The MTP session took place at an open-space area near Block 107, Yishun Ring Road.
A large group of individuals can be seen crowding around the Law Minister. Some of them appeared to be food delivery riders, based on their shirts printed with food delivery companies’ logos.

About 30 PMD riders came to see me at my Meet-the-People Session. I met three of them in my Branch office. I then asked to meet the others as well, since they had all come. I met them in an open area outside my Branch. As it was an open area , I told them to come closer around me so that we can hear each other better.
I explained the reasons for the move on PMDs. They explained their position, their difficulties.I said we understood their position, but i would also convey their views to MOT, and to Cabinet. The riders were appreciative. It was a good, civil meeting.
I also told them that I will call for another meeting.
At the session, we noticed that someone was standing behind the group and taking photos, not sure if he was also recording . We knew who he was - Edmund Loke.
It later came to our attention that he had posted the photo on FB, and then took it down.
He had previously posted an online petition calling for a ban on PMDs. He didn’t seem to be part of the PMD group, but seems to have intended to convey an impression of the meeting which is quite inaccurate - that in some way I was ambushed by the PMD riders, and they surrounded me.
Such conduct is both sneaky and unnecessary, when we try and deal with issues in good faith. We know he is a supporter of a political party.

From the few riders I talked to, it seems a good portion of them, unfortunately, exist in the low-income bracket.
One 29-year-old rider explained how her mother had cancer, and they were living in a rental flat in Ang Mo Kio.
Working as a food delivery rider afforded her the most flexibility, as she still had to care for her ailing mother.
Additionally, she claimed that this job was much more lucrative than working as a cleaner or service staff—she could earn as much as S$4,000 a month from food deliveries on her PMD.
Another rider chimed in to ask how those with little educational qualifications would be able to find equivalent jobs after the ban.
“Honestly speaking, I only have a PSLE [certificate], who’s going to hire me? I’ve tried to find over 50 jobs, everyone tells me to go home and wait for their phone call, but nobody calls back.”
“Have you ever experienced this kind of despair?” he questioned.
One man wearing a Deliveroo uniform even shared with us that he had five children to feed at home, with his wife having just given birth.
Their stories provided some form of much needed empathy from fellow Singaporeans towards those living in, or on the cusp of poverty.
For someone who admittedly comes from a slightly privileged background, it was disheartening to learn first-hand about how disproportionately the PMD footpath ban had affected them.
